whats the difference between chief of air staff and chief of air command?

is one more senior than the other? who do these report too?

The Chief of Staff is senior and reports directly to the Commander in Chief. He or she organizes, but doesn’t command the senior staff for the entire branch. However, each air command has it’s own commander and these commanders report to the Chief of Staff.
