Cartridge Belt

I have a HP design jet 430?

I just replaced the belt but know the ink cartridge dosn’t move. It seems to be rubbing against the drum. I have loosen and tighten a screw inside the ink cartridge that controls a small wheel that glides on a rail but it still dosn’t move…
