If you phone a mobile with another mobile, do both mobiles get charged for the call?
Please distinguish between phoning the same service provider, and another service provider.
All calls (other than to the company your phone is from) use up airtime, therefore you get charged on both incoming and outgoing calls.
However, if you have a monthly plan with your mobile carrier you may not be charged (for instance the feature mobile to mobile or a block of minutes may be used up instead of you getting charged per minute).
Your best bet is to call your carrier and ask what happens in your case, everyone has different services
