Why does the U.S. Army Walk in Public with their BDU’S?

I thought I would have been able to answer this once I got into the Military, but I still have yet to figure this out. I’m in the Marines, I have never once walked into a mall, airport, etc into a public area with my MARPAT Desert digital Camo.

Is their a certain rule for the U.S. army that states they have to wear their BDU’S? Or is it just a matter of a Soldier on his way home from HQ, and happened to pop in the mall?
I don’t think it’s wrong they walk in uniform. I’m just wondering why they do.
If I had to walk around in Uniform, I’d feel like a target of unwanted exposure.

Up until a few years ago no service was allowed in public in BDU’ or other work uniforms. The Marines are still not allowed to do it and personally and as agreed with by many retired Army personnel I know I think it is not a good idea to allow it for any branch of service. Flying home on leave from California or anywhere else you should be able to get into some type of dress uniform if you want everyone to know you are military. Wearing the uniform off base for liberty or personal business is a personal choice and the only time the military will require you to wear a military uniform off base is when it is military business or you are representing the mlitary at a function. Being a Marine if you get caught off base in your MarPat’s you will be written up and charged with violation of the Marine Corps Dress regulations. Again my personal opinion is MarPat, Cammies, BDU’s, ACU’s and so on are work uniforms and should not be allowed off base by any service.
