How to easily replace the “weather stripping” in my window casing?

Okay, I live in an old building with equally ancient windows. I just tried to vaccuum the window casing out, to find that there are rolled up rags tucked in there, and that you can see gaps at either side of said “weather stripping”. I don’t have money to go buy actual weather stripping or anything, but I’d like to replace this with things I might have around the house so it at least looks clean. Any ideas?

Caulk is inexpensive. Try that.
